In England, the shires are traditionally the old foxhunting areas of Leicestershire, Northamptonshire, and the former county of Rutland. Since the reorganization of local government in 1972 and 1986 the term shire county has been applied to the 39 counties outside metropolitan areas which have county councils, as distinct from London and the six metropolitan counties.
